    I agree with removing the water bowl about 6pm-ish.
    I wouldn't do the nose rubbing thing.I don't think dogs are bright enough to realise what you're punishing them for unless you catch them in the act.

    An animal should NEVER be deprived of water, it's neglect. Plus it doesn't work, the dog doesn't actually learn anything he just suffers esp in this heat.

    An outside pen sounds like a grand idea and he sounds comfortable there but it's worth taking him to the vet incase he has a bladder infection. Good luck!!
