I've just spoken to a friendly senior RPI who works for FCC on MSN and he informs me that, while NR won't issue child rate tickets to people aged 16 with one of those Oyster cards, they are obliged to accept them. So if you get your paper travelcard issued by TfL, then in conjunction with the Child rate Oyster, it is valid on NR.
He also says Surbiton is not a valid route regardless of it being a valid RP due to the fact there is no line from Surbiton to Chessington South.0 -

If I purchase my Child Paper Travelcard, at a LU station is this fine? Is there anywhere that states this in black and white so I can point the RPIs there, or take a print off?
