Halifax/Bank of Scotland drive me MAD. I opened a Regular Saver A/c by phone on Monday. I already have an internet account with them, so next day was able to view my new account on line as I had planned to make a bank transfer to it for the initial deposit. Despite already having a mortgage and existing account with them got the message that account couldn't be used until I had called at a branch (or sent in by post) identity information.
Anyway, today called at local branch clutching print out of account number, sort code, etc, 2 identity proofs, and opening cheque. Have encountered numerous problems when calling at branch, so joined the long queue and jokingly said to husband "wonder what'll go wrong this time". I was soon to find out. Girl tried to deposit cheque in new account, but account was marked locked. Taken to 'help desk' more attempts, then a phone call to someone else.
Turned out since I had opened account by phone I had not actually signed the terms and conditions acceptance. I could either wait for the written information which should be on its way by post to me and sign this, or complete a new application form at the branch. Chose to wait for post to arrive (didn't want the added confusion of 2 applications), but was assured that I didn't have to post back the signed form but could hand it in to branch.0 -

I got the same message & also have Children's Savers. Does this mean you are ineligible? I was hoping to apply by phone but judging from your comment it looks like a branch visit. Edit: Do I have to deposit the £5k into the gauranteed saver before I open the regular saver?
If you have one of the nominated accounts already with £5000 in it, then the 12% will be applicable. If you don't have such an account, one will be opened for you. I applied online and got a variable Web Saver account opened alongside my Regular Saver. I can pay £5000 in to this account within 14 days of the Regular Saver opening to get the 12% offer.

I had the same problem. However, although you can't view the a/c, you can still transfer money in by Standing order.0 -

No ..... it just means their software can't differentiate between a RS wholly in your name as opposed to those 'in trust' for your children. So they think you already have a personal RS.
It's covered if you apply via their normal home page as opposed to doing it from their online service. You just ring them and they will (hopefully) sort it :Important Information

I know this is a long thread ... but this is well covered in the early pages. If you deposit £5k to move the RS up from 10% to 12% ..... then you lose out if the deposit is in an account paying less than circa 5.85%. And the variable Websaver is paying well below that (I know the 'with card' variant is at 5.5% .. but that finishes 18th July when the bonus expires).
You're better sticking at 10%. Or ..... move the 'nominated' account to their Guaranteed Saver (Reward) (much covered in the last few pages of this thread). That actually pays 6.25% at fixed rate if you drop your £5k into it and then don't touch it until the RS first matures. That's the only nominated account that justifies striving to get the extra 2% out of the RS.If you want to test the depth of the water .........don't use both feet !0
