    Try phoning again - often you find two people in the same council have a completely different take on the issue.... or could you swap to one in the same HA? Basically you have something they do want and need. There maybe legal obstacles but worth pestering - speak to the HA too.

    I spoke with my HA and they said they don't offer a 2 for 1 scheme like the council at all and replied that they would send out an info/registration pack through the post within 10 days.

    Still don't understand why Westminster won't work with my HA in letting me trade my HA property for a normal council property... I for one cannot see any major complications with that..
