I also would like to point out that my initial idea was not to simply swap properties with another tenant, but to move in to a vacant 2-bedroom property, whilst giving up the 3-bedroom I am in.

    Not so much a swap.

Then the first thing you need to find out is if there are any two bed properties vacant!

Which is why you may find swapping an easier option.

I know the London Borough of Barnet used to pay people £1000 per drop in bedroom number.

i don't care for money to be honest, just waant away from this awful tenant above me.. i guess the quickest and easiest way wouuld be to downgrade the number of rooms...

Just wanted to know how willing and coperative councils and housing trusts are with these sort of things?

Swapping could be difficult unless the new tennants for your place view the place when no-one is in upstairs.
Bankruptcy isn't the worst that can happen to you. The worst that can happen is your forced to live the rest of your life in abject poverty trying to repay the debts.

That's what I'm saying - I dont want to swap directly with another tenant...

I just want to trade, through the council and private trust, my property (which is private trust) for a lesser bedroom place...

And on that note, do you guys think I should keep schtum about the problematic neighbours upstairs?

so get on the phone to both my council and private trust and ask specificially for 2-beds in the locality, preferably new developments (of which there are quite a few new ones around)??

TBH I wouldn't get your hopes up too much. If these new developments are of a decent size and location, there is likely to be a long waiting list, and you will not be a priority.

Definitely no harm in ringing and asking though x
