Yellow line puzzle
During the afternoon of Bank Holiday Monday I parked for less than two hours on double yellow lines. On the adjacent pavement was a sign with a blue background reading: "Mon-Sat 7am-7pm Waiting limited to 2 hours Return prohibited within 2 hours". (The wall in the background is part of Liverpool Metropolitan Cathedral)
I duly received a parking ticket with PCN code 01 ("parked in a restricted street during prescribed hours").
On returning to the scene of the crime with my camera, I noticed that other stretches of the same road have signs with white backgrounds, with the same wording, and no yellow lines.

They do look a bit narrow in the photo, but they look normal close up.0 -
The lines should be 50, 75 or 100mm wide. In a normal residential area they should be 100mm wide, or 50mm if it's a enviromental sensitive area (beauty spot).
The gap between them should be the same width, they should be 150mm from the kerb and end with a line at both ends which runs to the kerb.

No, it's a trick of the angle the photo's taken at. They look quite normal close up. It is a public highway, Mount Pleasant in central Liverpool.0 -

You parked during the hours of 7 am-7 pm, you contravened the regulations, i.e you parked on a MONDAY, it makes no difference that it was a Bank Holiday.Don`t steal - the Government doesn`t like the competition0 -

But the sign says waiting limited to 2 hours. I parked for less than 2 hours, and even if I had parked for more than 2 hours shouldn't the PCN code have been 30 ( Parked for longer than permitted) rather than 01? (Though agreed that Bank Holiday should make no difference.)
Assuming that the sign does apply, I'm not clear whether outside the times/days listed there is no restriction or no parking.0 -

Sorry misread the OP, if you were there for less than 2 hours I cannot see how they can book you? Can you prove you were there for less than 2 hours as you will obviously have no ticket with a time on it?

The penalty notice says the car was observed for about 5 minutes.
Some doubt is now creeping into my mind as to what the sign means. Could it be the Mon-Sat 7am-7pm is the "no waiting" times, and the 2 hour restriction applies at other times?0
