Sorry I've taken so long to get back to you on this.
Firstly can I double check you've reported anyone being offensive etc to the abuse team? This is the first thing you should do so that the forum team guys can keep tabs.
Secondly, many people, especially newbies often don't notice the stickies or the fact that there's a new one there, however often they're posted on so this actually may be less worthwhile than you think.
Last but not least, if a person is trolling for effect then this is possibly giving them exactly what they want, a reaction.
I actually think you may be better off ignoring it and simply reporting the posts to the abuse team.
Feel free to disagree with me though, I'll come back and read the replies.
