Really, Cardiff Bay is really not a very large area and can't imagine being lost here. Maybe your thinking of tiger bay in Cardiff. Although close it's not actually where I live and isn't very nice. I don't have to walk through there to get home. As less people are able to pass the checks, voids will increase and eventually the checks will be discarded.
They are a guide, not the be-all and end-all, as mentioned. A guarantor solves the problem, a reference from existing landlord would also help, as would a bank statement showing regular rent being paid.
Don't forget that there are plenty of quality tenants not covered by the credit check system including all newly arrived immigrants and anyone too well off to need credit - ie has oads of money in the bank, pays off all credit cards monthly has no mortgage on property etc.Trying to keep it simple...
