"5p minimum call charge applies" quoted from their website and doesn't mention for chargeable call only.

The call is free if you make an 01/02 call during the evening and weekend period.Whether you speak for 30 seconds, or 59 minutes. After 60 minutes it starts to be charged as explained on site. There is nothing to stop you terminating your call, and redialling, and speaking free for another 60 minutes, and so on.

However if you make a call during the peak period,or to a chargeable number at any time which is answered, in any way, a minimum call charge of 5p applies. There is not a seperate connection charge,as i have already pointed out.

To be honest most companies state they have a minimum call charge of x pence per call but some specifically mention its only for any calls you make that are chargable. Providing the call is geographical in the evening & weekend then the call is totally free.

I think this question has come up before in another thread about JustDial and the conclusion was the same.
