That's the beauty of the new ebay feedback system, you don't even have to pay but you can still leave the seller negs... the seller isn't able to leave the buyer negs or neutrals. Even if the seller starts the non-paying bidder process bad feedback won't be removed if the buyer replies... even if they reply by saying that they refuse to pay.
This is why sellers are deserting ebay in their droves

yeah i am fed up with e bay they think they rule the bl**dy world. you must have paypal sellers can't leave neg feedback they take the !!!! i can't wait to do a car boot and get shot of loads of my stuff to save me e baying it.
