My mate is in a similar situation with a girl in the US.
He lives on a boat and so has no access to a landline, his mobile is his only means of communication (calls, wap, sms and email). I think his last monthly bill was nearly £190 !!!! Once he got that bill he finally did something about it !! (most of his calls turned out to be international)
He's just got a "Fresh" international payg card from the carphone warehouse specifically for calling her. He reckons it's the cheapest direct way to call the US at 5p/min. I cannot confirm this because the info about "fresh" on the CPW site is rubbish. You'd have to pop into a store and check up on the cost of calling france.0
