I guess that depends on whether or not you accept dictionary definitions and that disposable when referring to a razor implies to have been designed to be disposed of after use, rather than can be disposed of at some point in time. Of course there is then a question mark over the word use in this context, does use mean single or limited use as in disposable nappy, or extended use? If we accept that use means single or short term in the context of being designed to be disposed of and that disposable does indeed mean designed to be disposed of after use, then the razor handle in the context of the question is not disposable.
