    As Stapely said - we need more details.

    They appear to me to be a private firm that supplies genuine enforcement services via High Court Enforcement Officers.

    As stated in the National Debtline factsheet, a High Court Enforcement Officer acting on a legitimate writ from the High Court is normally a private bailiff.

    From the factsheet:
    The creditor will send a stamped copy of the writ to the High Court enforcement officer of their choice (generally a private bailiff).

    They do seem like a DCA to me, too - whilst they do have a number of approved 'Enforcement Officers' whose names are published on the website, they do state that 'clients may use any of those names' - I remain sceptical, sorry.
    However, you can not afford to 'ignore' them, but you should, definitely, seek professional advice before you contact them.

    Seems perfectly clear to me.
    The group comprises more appointed High Court Enforcement Officers and enforcement professionals than any competitor, with a combined total of 150 years experience in every aspect of High Court Enforcement.
    If you read their website it is very very clear that they are not a normal DCA.

    Plus we have absolutely no idea whether these are even the people in question. They could be a HCEO working for any other firm of private bailiffs.

    It remains the fact that we have absolutely no idea whatsoever who the people who have called on jimm24 are.

    The note you have had may or may not be from someone acting on a High Court writ.

    Please give one of the free professional advice services a call so that you have the best chance of working out which it is and what to do about it.

    It is them,the letter has an email address to contact them and its on there site.

    Part or even the major part of their business seems to be enforcement of real writs issued by the High Court.

    So it is not safe to assume that it is just a debt collector pretending to have powers that they don't.

    I am extremely concerned about the 'transferring up' of a CCJ, and am highly tempted to think that HCEO have 'seized upon this option' and are capitalising on it by offering it commercially to creditors.
    I am equally concerned to note, from their website, that they state 'in the case of full recovery, the 'debtor' will pay all charges. In the case of non, or partial, recovery there will be a maximum charge of £60 to the creditor.
    It certainly appears that they view 'debt' as a licence to print money, and, in my opinion, they are certainly no more ethical than some of the worst elements of the 'Debt Collection Mafia', with the notable difference that they know how to 'exploit' the law in order to give themselves 'teeth'.
