Wig, I am absolutely with you, it should be obvious and unambiguous right from the outset. But since right now it isn't to many sellers and buyers, clarifying things before bidding seems prudent, even though it's a burden on both parties.
I also believe that in the event that both the seller and the buyer understand that using a card incurs an unexpected additional 20p +x% charge, they have the right to proceed with the transaction by alternative payment methods, as long as no eBay [parent company] T&Cs are violated.0 -

I am beginning to think we are getting different options when we post auctions.
Here is a screenshot of the options I get when putting up an auction. (Click the magnifying icon if the image doesn't display readably)
I have no option to tick 'I can accept Paypal, but only from funds'. (and would "...only from funds" be unambiguous to the newbie eBay buyer?)
If I click on the first of the "Edit preferences", this is what I see. The basic issue, IMO, is that eBay do not allow sellers to distinguish between basic and premier/business accounts, and that buyers are left in the belief that everyone showing the Paypal logo has agreed to accept credit cards. Every seller is encouraged by eBay to offer Paypal, and when a basic account holder gets a credit card payment, it's like an 'electronic gun to your head' - upgrade your account or risk upsetting your buyer, delay the payment process etc.

Innovate, ebay can't possibly be expected to know what is in a buyers mind when they post an auction. Of course they allow a seller to tick the 'I accept paypal' box when listing, they assume you have read the terms and conditions. Likewise you can tick the 'accept cheques' box and not have a bank acocunt to pay them in, ebay expecta seller to know what they are doing. You say the terms around paypal are not clear but how much clearer can it be than here
"Important: You should only select the PayPal option if you are willing to accept debit or credit cards through PayPal"

If I buy something and see that the buyer states he accepts paypal then I don't ask what account he has, I assume he knows what he is doing on ebay. This is actually one reason I tend to avoid brand new sellers just in case they haven't read the rerms and conditions when they sign up and don't understand ebay.
If you don't want to upgrade your account yet want to accept paypal on ebay auctions then the only way for you to do it is to leave the paypal box unticked. Then in your auction listing mention that you will accept paypal but only via a paypal balance transfer.

You don't need to tell e-Bay what Paypal ID to use. All people with personal accounts need to do, is put a line in their listing saying they can accept Paypal but only from funds. Once a sale is finalised and an invoice is sent to the buyer, add a note saying, 'if you wish to pay by Paypal from cleared funds, please pay [email="'joebloggs@internetprovider.com'"] 'joebloggs@internetprovider.com'[/email].
There is no option to accept Nochex or a bank transfer when listing on e-Bay and a lot of people use these as payment methods, but again, you just add the information in the listing and let buyers know on the invoice how they can pay.

Like shellnsteve says any 'other' methods of payments including payment to paypal via balance transfer only, need to be mentione din the listing or the payment box, there is no 'tick box' option for these. Then at the end of the auction just send your own invoice rather than use the ebay one and add on all the methods you accept.
