    On a serious note...this looks like a genuine sewage pipe. Looking at the size it would appear to be a single, or at most two house outlet. And no, it wasn't aiming at the river originally but to a low point-manifold. It looks to have been broken (possibly by the poop deck construction?) and if this is the case the home owner may well be responsible as it is on his land.

    It leads to some sort of concrete structure.

    I cant see them laying a pipe that close to a river going along it.

    If it is then I'll just fix it myself, but its highly unlikely
