Nearly all of your requirements can be met from www.bethere.co.uk. £14 pm unlimited downloads, 8MB down 1.3MB up. You could probably spend £2-3 extra and subscribe to some news servers as Be don't provide any.
I have been with them for over 4 years and have never had a problem.

I never got into Newsgroups, with Outlook Express, as I was on dial-up (still am at present!) so don't have any experience with what they were about !
What has replaced them if access is not given by ISP's anymore??

most people now use forums (like this one). Newsgroups are used primarily by 2 types of people nowadays, those who still like the unmoderated banter mixed with expertise,(the banter can get very abusive), and those who want to download things which they may not be willing to pay for. I have text only NG access, and fit into the 1st group (I subscribe to about 10 groups), those insisting on binary access often belong in the 2nd group.Utinam logica falsa tuam philosophiam totam suffodiant.0

How do you set up a PC to download things in the night, so it doesn't count, e.g. like plusnet?

From May 1 Plusnet's Broadband Your Way Option 2 comes with 15GB 8am-midnight (formerly 8GB) in addition to unlimited transfers midnight-8am so there is less need to schedule overnight downloads. I just start large downloads manually after midnight.0
