Here begineth the problem. And thats before the free router and connection. Do you want a 1 month contract with that free set up and router as well?
When you find this let us know so everyone can join.0 -

thats why the 'ipstream' in the original answer, sky/o2 LLU are not ipstream, and do offer great deals, not sure about ngs, sub to giganews?Utinam logica falsa tuam philosophiam totam suffodiant.0

Nildram.
For £19.99 you get 10Mb FUP (After a month speak to retentions and say your friend is on a Saved DSL2 Account account and you would like the same as its to expensive). This will give you TRUE Unlimited Account (ie NOT subject to a FUP Amount) for £15.99. Only Retentions can offer this deal.
You also get GigaNews usage with 20Gb Transfer per month (resets 1st of each month) with 2 Connections per account with Max of 5 Connections per IP.
If you take the 12 Month contract you will get a Free Billion 5200G router (which are superb IMOH as a former ISP Engineer - Have one myself (As well as BT Voyager 2100, Zyxel Prestige 610 and BT Voyager 110 for testing purposes) and free setup.
Sounds too good to be true......... Its on Tiscali's backbone and you will be subject to Tiscali's Traffic Shaping.
But that the one I'm most familar with and with everything you are asking.0 -
I was getting excited, then you mentioned tiscali and shaping (do whatever you want, but not this, or this...)Utinam logica falsa tuam philosophiam totam suffodiant.0

Yeah........ Basically use anything you want EXCEPT P2P (including legitimate uses like Linux & WoW), NNTP and thats only the ones I've tested (I've heard this only works upto 23:00 though). Sneaky !!!!!!s have even included SSL NNTP.
If it was that perfect then every !!!!!! would be on it :P
I had to mention it though...... on another note the Tech Guys & Girls are very knowledgable when it comes to ADSL Technology (as well as Hosting, DNS Records, Email Systems etc) and can in most cases they will get you sorted 1st time.0 -
Nearly all of your requirements can be met from www.bethere.co.uk. £14 pm unlimited downloads, 8MB down 1.3MB up. You could probably spend £2-3 extra and subscribe to some news servers as Be don't provide any.
I have been with them for over 4 years and have never had a problem.
