If I can't get my money out after changing my password to some weird and wonderful impenetrable effort of complexity, then surely nobody else can either.
Which is rather nice.
Perhaps the message should read:
We suggest you change your password immediately. Ha Ha Ha! April Fool!0 -
I received the same e-mail this morning. Could this be an indication of their ineptitude? I don't have any accounts with them. I did try to open accounts twice though, both of which attempts failed. Maybe I actually do have these two accounts and they never told me!!0

As reported above I queried the original email by email and this morning I got the following response:
"The new password format will be active on April 15, 2008. Hence, we request you to change your password only after April 15, 2008.
We look forward for your patience in the interim."
Being charitable the confusion arising from the original email may have been to a large degree a language one.

the issue is really that they are using 'Indian English' rather than 'English English'.
You can see this a lot in their T&Cs.

I had the same email and replied as follows:
Clearly ICICI's interpretation of "immediately" is different to mine and that of many others on the Money Saving Expert Forum!
Thank you for the reply though - I will change my password "immediately" after 15 April ;-)

I found the same thing when I tried to change my password "immediately" after receiving their email (i.e. while it was in my head) Presumably after 15 April there will be a prompt to change your password when you log in......., but I guess on their track record there are no guarantees!0

Anyone managed to successfully change their password to the new format? I tried today but it failed with "application error"0
