I needed 1/1250 location plan and 1/500 block plan, I would think these are the norm. In 5 Applications, these scales have been requested for my Planning. Then 1/100 or 1/50 of the actual building/extension.

Mind you if a neighbour had done an application and his map copy had what you needed and you asked permision to use it would that be legal?

What is legal and what is copyright is not necessarily the same.

All of my Planning Applications have been from 'borrowed' maps, some my own deeds others for neighbours, but the Council, for the purposes of Planning, have been more than happy.

Legal can be criminal or civil. Copyright is civil.

Your son has his photo taken at school and they charge you £10 for the photo. You scan the photo and use it. That is breach of copyright (usually the photo has copy protect). The same applies to maps and usually text in books/music etc.

Edit - this is very simplified so please don't make this more complicated than it is.

i imagine you'd have to get a proper surveyor to make such small scaled maps. What size do OS go down too?

You can scale them on a PC. Scan in the original (knowing the scale) and work down using a normal rule. It's not that difficult, may need you to print out a few copies before you get it exactly right. But saves a fortune. Ive not needed a surveyor and have had boundary changes and sold land, all accepted plans by the Land Registry.
