I sure there's a certain date in the month after which you can start withdrawing bonds but this should be listed in the terms and conditions of purchase which I,m sure will be listed on the NSandI site somewhere as well as when newly purchased bond first become eligible.0

https://www.nsandi.com/files/asset/pdf/premium-bonds-brochure.pdf states:Forti said:Forgive the stupid question but struggling to find an answer. Is there any impact to starting a withdrawal of my Premium Bonds today? As the prize draw now took place I believe it shouldn't impact me if I've won a prize.Once a Premium Bond is eligible for draws, it will take part in each month’s draw provided you still hold the Bond on the first day of the month. Not 100% clear if that signifies that you have to hold such bonds for the whole of day one though, and the fact that the (small number of) high value prizes are announced a day earlier than the rest doesn't necessarily mean that the whole draw (including all ~3m smaller prizes) has been completed, so personally I think I'd wait until tomorrow.2 -
I would imagine the eligible status of a bond for the November Draw is that it was bought prior to October and if sold then sold anytime after November 1st 00:00:00 (and that would have to be UK time, not local time for whatever country you are in).(emphasis on the 'imagine', I don't know for sure !)0
