Best place for part time job (age 16)?

I would suggest searching the job centre. I worked retail as well at 16 (for a year) then worked as a receptionist for a year as well before uni.
I got I think £3.30 when I was 16 (minimum wage) but got lucky with my second job at £6.60!
Another option if he can't find a part time job is to "employ" him at home. I've got a friend who cleans her house top to bottom three times a week for her mum and her mums pays her. This is only because she can't find a part time job (andn ot for lack of trying)0 -

I've had a job since 15, I worked as a chamber maid for a year on £3 something, then 2 weeks after my 16th started at Waitrose on £4.42 p/h working up to £6.40 after 2 years. Now since I've moved to Uni I have a casual job in the box office on an arena on over £7 p/h and I get to pick all my hours and come home all the holidays(:War does not determine who is right - only who is left.0

At 16 and 17 the minimum wage is a lot less than for an 18 year old. A 21 year old gets more again so discrimination is a fact. Somewhere that sells a lot of alcohol may not take him on. My daughter rang Care Homes in the Yellow Pages at 16 and got work as a Kitchen Assistant , she needed to pass a Criminal Records Bureau check so there is another case of discrimination.
It is rough to be paid less for the same work because of your age.
She worked for the local Co-op and I miss the discount now she's left.
wheres the discrimination in needing a CRB check?0
