Cost of Sim: 2$AUS includes $0 credit (approx 85p)
Ease to obtain: Coles Supermarket, !!!!!! Smith Electronics
Cost of calls: Calls to UK $3AUS for 10min (£1.25)
You can add a range of 7 different packages to suit your calling patterns. I used the $79 Super cap (£32) which included $500 (a whopping £210!!) worth of call and text spend in a month - which was heaps. I could even call the UK for up to 60 mins as part of this package. International Picture/multimedia messages were also part of this deal. My friends loved all the picture and video messages I sent them. One evening I had a problem with connecting to the UK, so I called Customer Services and polite chap told me that there was a temporary problem with the network, so he credited me with an extra week to use up the call spend. Something 'Three' should learn about customer services.
Talk = 60c per minute for a standard call to a landline or mobile, charged by the second (plus 20c connection fee)
TXT = 25c (excludes voting & premium TXT & TXT whilst roaming)
Standard PXT™ = 50c, Video PXT™ = 75c

I am French, and what I would advise you is SFR. It isn't the cheapest, (the cheapest being Bouygues), but at least it has got a decent coverage. If you go for Bouygues, be sure to go in a relatively big town, as even if they're coverage is getting better, it is far to be perfect!
One thing though, if you don't top up your sfr sim every 6 month, it will die, which is pretty annoying. You can top it up from here though, with vodaphone vouchers, which is their partner in the UK.
They sell different packagesthe cheapest text one being 5 euros for 50 texts valid for a week, and the cheapest voice one for 10 euros. The new sim comes with some money on, but I can't quite remember how much it was...0 -

I am no expert in mobile phone locking and unlocking, but I would say no. If your phone is locked to O2 then that is the only providers SIM you can use. You should be able to roam on the Vodaphone AU network, but that is very expensive. The phone should be capable of communciating with Vodaphone AU using a Vodaphone AU SIM once it is unlocked.
If you let me know the make and model of your phone I will find out a bit more for you.

ease to obtain very easy. Lots of shops and kiosks( small shops by the roadside that sell lots of different sim cards.)

the website is in russian but not in english. Alternatively you may be able to use googles translation software to help with the translation.
The neworks in Kazakhstan are 1. GSM FORMAT. 2. GSM KAZAKHSTAN (k-cell and activ trademarks) 3. KAR-TEL ( k-mobile and k-card trademarks) 4.altel 5.cdma standard 6. BEELINE (russian provider).
While I was in Kazakhstan I used the K-mobile sim card. On this sim card it is free to receive calls, even international calls. The day rate is 7am-10pm and the evening the difference. To phone the same network is 16p per minute day rate and 9.5 evening. To phone a landline in kazakhstan is 17p day rate and 16p evening and cross network is 17p day and 16p evening.
K-cell and K-mobile are the biggest providers and the signal is good in the towns but outside is intermittent.0
