This means your mobile phone is locked to a particular network... you need to get it unlocked for it to work.
If I remember rightly, that's the message that locked Motorola's give (Is it a Motorola?) - Often they are harder to unlock than many, so you might be out of luck.
Best place to look is the mobile phones board though.... CLICK
