ALL Orange phones are locked to the Orange network. Orange have to accept a request to unlock your phone so you can use it on another network, however they are allowed to charge an "admin" fee (set at £20).

The Treo 600 is an older phone, so there will be unlock codes floating around on the internet (like those links provided). If that fails I'm sure there are shops and/or market stalls that will be able to unlock for less than £20.
