Part P rewire problem - Electricians please help!

    1st have a look at the regulations, there are some good guides (normally on council websites) if you google it. I may be wrong, but i recall that if you are swapping cables like for like (ie not changing the circuit layout) then it doesnt need to be part p certified

    ok the truth,
    I'm a fully qualified electrician part p registered.
    Firstly the electrician who has done the work is trading illegally, shop him to building control/trading standards both. It really effs me off when this happens as the gutless building control wont prosecute these cowboys they should be hit with a 5k fine.
    Anyway answer to your problem is this.
    option 1. (the slighty dodgy answer)
    Do NOWT, unless you are trying to get a sign off for a planning control officer on a extension etc nobody will ask for it.
    if you r selling house a buyer may ask for it then a problem
    2 the honest answer is to say you have been conned by the electrician to building control and they will probably say get a periodic inspection done to cover it, although this will not cover how cables were run as now buried.

    I think I remember reading in one of the NICEIC papers that another electrician can certify in “extreme circumstances”, I think the example they gave was death or ceasing trading.

    Might be worth a call to the NICEIC to clarify matters
  • Part P electricians Cannot issue cert you require

    Although they may issue a periodic inspection which 99% for BCO is plenty (all they are looking for is someone to take responsibility for works etc)

    Full NICEIC, ECA members can issue you the certification (not the ones on the accredited part P schemes) some charge per circuit some per installation, If the electrician was not part P does not necessarily mean he did the installation incorrect ? I've seen just as many bad one's with part P
  • I had an extension built, and at the 'final' inspection, a couple of problems were flagged by building control - realtively minor, but I haven't been able to get my builder to move on resolving them. Unfortunately, he used an electrician, who was, I'm sure, certified to issue part P, but he's never given it to me. Now, I can't get anyone else to pass the work, understandably - and can't give my builder the heave-ho and get someone else to finish the outstanding work, because he's my only hope of getting this.

    Building Control have told me categorically a periodic inspection is not acceptable - and the only option I have if he won't provide the part P is for them to send in their own electrician, who will need to do 'destructive work', i. e. ripping up floors and pulling down ceilings to see exposed cables! Annoying thing - my husband IS a maintenance electrician, who doesn't require part P in his work. He could have done the work himself, but we paid to have the Part P!! I'm sure other people are going to get caught out like this. The worry and stress are unbearable, as I can't take any action to get my builder to proceed - the part p is like a form of blackmial, which I'm not sure I'll ever get. If anyone has ANY way out of this, I would be totally indebted - Thanks

    sorry to here of these experiences, put it is the electrician who did the work that is in the wrong not the householder get building control/trading standards to chase them up its what there there for!

    Any electrician who is comptant and experienced can do a PIR (check definintions in new regs) says nothing about being qualified.
    NICEIC are a bunch of money making no hopes who are out to make a profit, I know as i am a member and being a member of there scheme means jack as the person who comes to do the job could never have been near a niceic inspector in the past, With the "tested" candidate nowhere near the tools on a regular basis.
    To be sure of a proper inspection ask for a electrician with city and guilds 2391 the inspection and testing qualification, even my part p only company I am qualified to this standard but many are not! the majority being 5 day wonderkids.

    Paintpot, I wouldnt worry about it, if you aint selling or anything, just forget it for the time being. The regs are changing to the 17th edition soon, give it a year or so and get a periodic carried and take it from there, all will be blown over by then :cool:

    Were did I say They could not ? I do not understand your point?

    If you read what I’ve said its as someone on a part p accredited scheme cannot issue the cert the OP requires on someone else’s works unless they have overseen etc they can issue Periodic as I also said 99 % of BCO will except this

    If his local council will not then he can go to a full ECA NICEIC member (not just one on a part p accredited scheme) who will be able to issue cert he requires

    I’m an ECA regional Inspector part of my job is to inspect works carried out by those on are accredited schemes as well as full members lots have the 2391-02 (2400 prior to that). The City & Guilds Level 3 (2391-10) and the 2391 which were all been developed in association with the National Inspection Council for Electrical Installation Contracting (NICEIC) as well as other exams . Some have done 5 day courses some years of experience unfortunately for the general public they will not no , I personally have found many local BCO just do not have the knowledge to be able to say if the installation was good or bad? Some are happy to accept any cert… it depends on the BCO in your area there seems to be no continuity at all ?
