The building regulations only state that the electrical installation should be SAFE - Part P and the BS7671 are just for GUIDANCE and one way of showing compliance with the regulations, as are all the approved documents

Unfortuately this task has fallen on BCO's. Most BCO's didn't want the job of controlling electrical work and it was forced upon them by the government. Most building control sections do not have the staff resources or finance to deal with this work.

At the end of the day, much to the dismay of many electricians its the BCO's job (nobody elses) to decide if the regs have been complied with and the work is safe. If the applicant disagrees then its up to a magistrates court to decide.

The shambles that is Part P.
Part P brought electrical work ONLY IN DWELLINGS under building control / building standards for England / Wales on Jan 2004.
Scotland has had DOMESTIC and NON DOMESTIC electrical work under building control (now building standards) for a few decades now

If you hubby was up north he would have to worry about electrical work and building regs less. The CUSTOMER pays for ane electrical inspections / tests. They require a certificate from a FULL NICEIC or SELECT member.#

All BC require to do is check certification of person signing certificate

    A much more civilised system.
    baldly going on...
