UKPC Parking charge
Hi all,
I have received two parking fines for the two days I visited a car rental office at Regus Manchester Airport with a friend who had to pick up her hired car.
we have emails to confirm the day she had to pick the car, and also the next day evidence showing she picked the car that day when I took her back.
Unfortunately I didn’t see the signage as it wasn’t too clear and I didn’t realise there was parking to be paid. The car hire company put my car for registration of parking and I thought it was sorted for atleast one day and I will try and challenge for the previous day. As I was parked there for the purpose of collecting the hired car. But it turns out i have recieved parking fine for BOTH days.
Upon contacting the car hire company they are saying
“The problem is the times it which it is registered, it has to be put on the system within a certain amount of minutes. We don't control the parking unfortunately, it is a separate company that is run by the owmers of the building”
I don’t want to be penalised for helping my friend out by taking her there and would appreciate help in fighting these both parking charge notices by UKPC
Many thanks

No fines were issued, just invoices from a private parking company claimant
Presumably the car hire company has given UKPC the hirer name and address as hirer. ?
Meaning, have you received an NTH for each pcn. ? ( Notice to Hirer. )

it’s a notice to Hirer yes, but teh car company doesn’t have my address or my details. As My friend did not give my address to the car hire company.
The notice with the parkinh charge shows my car pic with the time at entry and at exit0 -
That doesn't make sense
The Parking company issue an NTK ( Notice to Keeper ) to the Registered Keeper, obtained from the DVLA database, so the car hire company, by post
The Hire company name the Hirer and give the parking company the Hirer's name and address listed on the Hire contract
The Parking company then issue an NTH to the Hirer, by post
Your "friend" was the driver
Unless
Your car is listed on the DVLA database with YOUR name and address registered on the DVLA database. ?
In which case its your vehicle that may have breached the parking contract on that private property and the fact that you helped a friend out is irrelevant to the 2 cases against you. ?
But a Notice to Hirer is issued to a hirer, nobody else

Yes the latter, my car will be listed on the DVLA database. Do I need to pay UKPC? Or is there a way to contest this charge as we have the evidence of the booking and collection of the car from the car hire company for both days?
I have read some threads where it says to not accept who was driving the car.I just took my friend to the car hire company to help her pick up the car and go through all her paperwork as she is moving back alone. I did fail to see I needed to pay to park. The car hire company asked my car reg number to register for parking for the second day when they informed me parking charges apply. But that failed too as I have received a notice for both days

If your vehicle is your own and registered on the DVLA database and on your V5c log book, then you are Registered Keeper and you must have received an NTK, a Notice to Keeper, not a Notice to Hirer. ( NTH. ) !
No , you dont have to pay UKPC , Unless a judge says so, in court
The landowner has the power to cancel both PCN's , known as plan A, so whoever hired UKPC can get them both cancelled , assuming that you have 2 NTK PCN's. ? ( I don't believe that you have any NTH invoices with your own name and address on them ). I believe that you have received 2 NTK PCN's , by post

Google reply to landowner query below
- The landowner and overall property owner of the Regus Manchester Airport facility is Manchester Holdings Limited (a company owned by the Hill family)
2] Ownership Details
- The Landlord / Property Owner: Manchester Holdings Limited acquired the entire 9.13-acre Manchester Business Park site (located on Aviator Way) from receivers for approximately £19.5 million.
- The Tenant: Regus (part of IWG plc) does not own the physical building or the land. They lease and operate their flexible workspace and car park facilities within the business park as an occupational tenant alongside other major corporations like Emirates and PZ Cussons.

I have recieved this in the post with the picture of my vehicle that is my own and registered with DVLA, it might be that they have mistyped hirer instead of keeper?
they have written that we are writing to you because you were the hirer of the vehicle in question (your information has been supplied to us by the registered keeper)I am not sure what to do now? Do I appeal it and what should I say in the appeal?

sorry I just got told it’s because the car is on lease so we are the hirer of this car.
Just need help with how to go about the appeal

Use the appeal for Company and Lease cars. It's near the end of the first post of NEWBIES PLEASE READ THESE FAQS FIRST
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD1 -
That is what I thought, originally, until you mentioned that it was your vehicle, but clearly it is NOT your vehicle, so the NTK PCN went to your hire company, the RK, who named you as hirer, which is why you received a postal Notice to Hirer PCN, as shown above
- You should complain about it to the landowner or landlord ASAP , ( Mancheser Holdings or their managing agents ) with copies of the patronage of that business tenant, ( Regus ), I gave you AI obtained Google information earlier in order to hunt them down
- Study the bottom of the 1st post in the newbies sticky thread in announcements near the top of the forum, then appeal as HIRER based on no Hirer liability due to the parking company UKPC failing to comply with Pofa2012, ( no hire docs included with the NTH. ) using one of the Edna Basher template appeal drafts and very importantly ( no blabbing about who was driving , as you mentioned earlier. ), as mentioned above by coupon mad
