Minster Baywatch

Hello all,

I am new here and have tried to find to correct answer to my question, which has two parts to it.

Firstly, I received a PCN from Minster Baywatch. I am looking to appeal but on the back it states "we dont accept appeals or complaints by email"? Is thst normal or a invalid statement?

Secondly, the parking incident took place on 6/09/2026, according to the NTK the issue date of first notice was on 12/09/26. I have only received thr NTK in the post on Friday 2/10/26(it has taken me until now to read through the threads).

Is that grounds for appeal on being a late NTK? My husband was the driver at the time. I also have no means of raking photos of the location as it is 1.5hrs away.

It seems a bit ancient not to submit an appeal via email. This late issue of NTK also means the reduced payment rate has passed.

Any help and clarity on this would be greatly appreciated. Thank you

The issue date only impacts their compliance with POFA, which is what allows them to transfer liability to the keeper. POFA assumes a notice was delivered 2 working days after issue, so in this case that would be 14/09, unless you have evidence to prove otherwise.

You appeal through the form on their website.

Bear in mind that whatever you put in your appeal it will be rejected.

Are you planning on trying Popla afterwards? The only successes at Popla against Minster are when the signs says Bransby Wilson and the payment says Minster, or vice versa. It's their achilles heel (presumably they have a weird setup for tax purposes).

The discount period is irrelevant because you won't be paying.

Where is the location so we can look on Streetview?

Thank you. Location as stated on NTK is:

Milton Keynes, The Kingston Centre, Zone 2 - Winchester circle, MK10 0BA

As per discount period being invalid as "I won't be paying", does the timeframes of parking date, first issue date and date of receiving NTK have any relevance? Thank you for your reply

The dates have no relevance here as the PCN was issued well within the POFA timeline, unless you have evidence to prove it was delivered outside 14 days.

Yes, I suppose I couldn't legally evidence that it arrived late.

So do I not have any other grounds to appeal this notice then? Also not able to use the discounted time. Sorry for the confusion but am I correct in assuming there are no courses for appealing the NTK? Thank you

There are always grounds to appeal. Follow the newbies thread (linked in the parking forum). Plan A (appeal to landowner) is the first step. Also post the redacted PCN here (both sides) and the experts will help.

You need to find the landowner for that car park/site and complain to them directly: I'd be tempted to include something along the lines of "you hired them, you're liable for their actions, and if this goes to court, you're getting listed as a witness."

I doubt Minster Baywatch would care about a landowner complaint, all they care about is getting their hands on your money.
