I don't know about being "backed by the government" but they have been slow to sort the industry out and the PoFA was a bit of a poor attempt.

You are correct about the sham appeals service it is a laughable scam set up to look something like the authority appeal system to appease people, whereas it is totally biased against the appellant the IPC even said so in a presentation.

But the private parking industry is based on profit not fairness and certainly not car park management, that's why they have developed so many traps to catch people out. It's based on contracts and speculative invoices, you don't get a so called independent appeal service when a plumber sends you an inflated charge out of the blue.

  • backed by the government as in they get 20% vat on everything these scammers extract from drivers. thats a good reason for them not to put a stop to the scam.

But the DVLA do very well without human supervision at £2.50 per ticket:-

    https://www.rac.co.uk/drive/news/motoring-news/record-17-million-private-parking-tickets-issued/

Numbers of parking tickets issued by private companies:

    • 2018/19: 6.8 million
    • 2019/20: 8.4 million
    • 2020/21: 4.4 million
    • 2021/22: 8.6 million
    • 2022/23: 11.1 million
    • 2023/24: 12.8 million
    • 2024/25: 14.4 million
    • 2025/26: 16.9 million

As do the courts - both government depts. falling over themselves to give the UNREGULATED scammers a button to obtain private data (DVLA) and issue a CCJ potentially if the Defendant is one minute late filing docs (the courts) - both without any human intervention.

  • i am no vat or tax expert so someone will put me right here. when i pay for overnight truck parking the receipt shows the price plus the vat for the total. these scammers say its a charge for parking not a fine but there is no vat on fines.

    @whiterustbucket

Private parking operators do not issue fines.

HMRC views true fines and charges for breaching parking terms (such as overstaying, parking without a ticket, or parking in a restricted area) as damages for a breach of contract rather than payment for a taxable supply of services.

If you want to delve further:

  • thanks for that that explains it. i understand these scammers cant issue fines that was the bit that confused me. it seems every body sees it as a fine or punishment except in name to keep the scam going. i take the view if i have done wrong call the police and let them deal with me.

The dress them up as parking fines by using similar ticketing machines for window PCNs, use the same abbreviation i.e. Parking Charge Notice being similar to Penalty Charge Notice, they put down double yellow lines that look like authority copies but they attach a different meaning to them on signage. Yes it's an unregulated scam.

They have invented all sorts of terms and conditions covering as many clauses as they can conjure up just to catch as many people out as they can. If you go into a private car park the rules are laboriously long and in some cases very confusing, unlike the relative simplicity of an authority run car park (I wonder why).

The police are not involved as you have committed no crime or any wrong in the eyes of the law and with anpr you don't know anything until days or weeks after anyway (another way of multiplying the incidences if you are unaware).

You need to stop thinking of it so much as parking management, the PPC has no interest in that at all, if they stopped all infringements at car parks they would make no money, they want you to break their rules, the landowner probably hasn't made much input to them anyway.

The essence is that this is about a contract you are being accused of breaking nothing really to do with parking at all.

    No they don't.

And the Government IS doing something and it's imminent.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
