Have you tried Howden insurance? I used them (previously branded as A plan). The cover was just what we needed but as we didn't need to claim can't comment on that. We did have to visit regularly and keep the heating set to a certain temperature.

Sometimes they seem to set a very high minimum temperature, such as 15 degrees, presumably because they are not paying the bill!

Normally if you left your house empty over the Winter for a couple of weeks, you would probably only have thermostat set to 10 degrees at most.

We use HomeProtect £25pm but very limited cover eg Fire Lightening and earthquake Aircraft flying into it Pubic liability and no cover for escape of water. £349 excess. They require the below

The EVIDENCE OF INSPECTIONS is every 30 days
    Suitable evidence of inspection includes:
    ▪ Dated photographs showing key areas of the property, including main living spaces,
    kitchens, and bathrooms.
    ▪ Entry logs from smart locks or security systems that track visits.
    ▪ Dated maintenance or service records from professional inspections or Staff.
    ▪ Correspondence from visitors (e.g. emails or messages confirming inspections)

There is no endorsement about water being turned off (i guess because they dont cover water leaks) we have kept water on but have heating set at 15 degrees and neighbours either side have our contact details.

Was only using this as thought it would be short term but now a year later may get better cover at renewal. However as we cannot turn water off as stop cap in house too rusty stiff and would have to turn off at meter in road so would make insurance invalid possibly.

Pretty sure the water meter has stopped recording anyway so would be looking at water damage to ceilings and floor in bathroom and kitchen below and to be honest they all need replacing anyway as previously had leak which was fixed but ceiling and floor were previously damaged.(This happened same time as home owner moved into care home and passed away so no insurance claim made)
