Admitted I was the driver… oops

I am totally confused, what time did you enter the car park, where was it, and what do the signs say, it's pointless trying to read between the lines without the actual details you haven't told us.

Car park is pay on exit
I exited at 15:39 and entered at 13:00
Selected 3 hours in the Ringgo app, which displays ‘3 hours’ on the time, but because the car park is free after 17:00 it only charged me the actual tarrif from 15:39-17:00 despite me selecting the correct time.
The reason I am willing to complain is because the debt collection letters are unbearable. But the confirmation from Ringgo stating I did select the right time is re assuringHope it makes sense

You cannot stop the debt collectors letters, just file them away for now, ignore the powerless debt collectors letters !

Thanks for your advice
Then I will keep my mouth shut 😁

So basically you are saying that it is pay on exit but the Ringo App actually took payment as if you pay on entry, in which case the parking company must have stated something like no parking session paid for.
Something between Ringo and the Parking company isn't syncing, you paid from 15:39-17:00 in advance and not for 13:00-15:39 retrospectively.
Let them take it to court if they want to use silly unreliable ANPR and third party app technology that's their problem, ANPR isn't allowed in Authority run car parks because it isn't reliable.

In the past with Ringgo and the same car park I have paid at the end, but on the app still looks like I paid on entry. Never had a ticket, but on the pcn notice what they sent it says duration 2 hours 39 minutes, when it should just say for 39 minutes. Since their system in the past has accounted all my sessions correctly even if the times didn’t match up, if that makes sense?
This particular car park has a Facebook group with 1k members about challenging their stupid fines and ocean parking
People give in to these scam companies it’s sad
Thanks for all of your help guys . If anything else happens will update

"
on the pcn notice what they sent it says duration 2 hours 39 minutes, when it should just say for 39 minutes."No, the PCN is correct to say 'duration 2 hours 39 minutes' because that's the time the car was on site.
And you selected '3 hours' on the app so there was no contravention. You can pay at any time in an ANPR car park.
Did the app select the right VRM?

By the way I would contact Ocean by email, using their complaints policy.
Address it to the person responsible for fair data processing (the DPO).
State that it is a formal objection to the Automated Decision-Making (ADM) which caused this unfair charge. This is a case of faulty ADM, which is unfair data processing. The driver selected '3 hours' (show them your RingGo evidence) and was not provided with the service selected.
This is a clear breach of the DUA Act 2025 in that the ADM - not any conduct of the driver - caused the unfair charge.
When they fob you off, then email the appeal rejection and the complaint email trails, a copy of the PCN and copy of the RingGo discussion to the ICO, making a specific complaint about Ocean Parking's use of faulty ADM and their refusal to hear your objection and evidence that this was the fault of the ADM between them and the app.

So there it is it is a major keying error, in which case under their ATA's COP they should have offered you a £20 admin fee:
F.3 Appeals where the charge should be reduced to £20 for a period of 14 days:
a) where the driver has paid the tariff but made a major keying error when registering their
vehicle for example, letters wrong or missing; characters swapped; motorist entered the
wrong car registration (e.g. their previous car or another vehicle from their household);3
