Not really, but the BBC tend to refer to everyone as customers as a matter of policy.

A person without a TV Licence might still legally consume BBC services - radio, website, etc.
On the surface, calling non-Licence holders "Customers" looks ridiculous, but for me it's far from being the most egregious of the BBC's half-truths. I couldn't say for sure if it's just a question of perspective for them or if something more nefarious is intended.

But you are working for Capita not the BBC… bringing back two bad memories…
1) Employed by ManPower, working in a BT call centre, calling sky customers (at skys request) to sell a London General warranty… never knew what to say when someone asked "who do you work for"
2) 2nd project I ever did was about employee satisfaction and in particular employees views on how well customers are treated… first part was to define who the customer is for someone working in IT or Finance, is it our policyholders who they never see or speak to or is it the employee calling the IT help desk?1 -
The BBC, TV Licensing and Capita staff working on that contract are pretty much interchangeable. Where the use of "Customer" becomes problematic is when they move away from sales and customer service and into enforcement. I expect that it pretty quickly departs from the notion that "the customer is always right".

A phrase originating from high end retail where the margins are sufficient to turn a blind eye to when the statement isnt correct. Anyone whos ever dealt with a public facing role will know the customer is certainly not always right and companies strike a balance between customer satisfaction and cost
