It sounds quite sales-y. And not very enforcement oriented.

It would be good to mention from the outset that the public are not obliged to speak with them, and many might prefer not to.

"Good attention to detail", but no "compliance with PACE".

The job sector is a bit of a giveaway.

"Customers"? I suppose they might have been struggling for the right word to describe their punters.

Imagine actually admitting to doing the most hated job going? I bet your insurance would go through the roof.

I think they mainly have company cars now. (Part of the settlement when the incentive payments were stopped).

The comment above about dropping incentive payments…

My City (like most) has a serious problem with illegal(?) parking - double yellows, bus lanes, pavement parking, the usual. A lot of the enforcement on the main routes is by camera but elsewhere it needs Enforcement Officers.

They can't recruit staff, understandable I suppose, but I wondered if an incentive scheme is just not allowed?

Keen young recruit would cream it in just on my adjacent streets.

AFAIK, it's not a rule as such - just that financial incentives in law enforcement activities aren't just a bad look, but have given rise to issues in the past.
