You've hit the nail on the head there.
No one is looking at why a car is used, just that it's used and something needs to be done about it. Then like sheep, we tag along not thinking about the measures that are increasing or maybe we think that's somewhere else, it doesn't bother me (not yet perhaps).
I regularly stand outside on a busy junction close to Westminster because of my vape habit and the majority of traffic isn't private cars. Sure there are plenty of private hire cars here, but that is due to my work place rather than anything else. Most of the traffic you'll not budge with their schemes. It has to operate (even those fleet of Land Rovers currently ferrying people to Wimbledon from central London hotels)
Some of the measures are understandable, I won't pretend otherwise but some I have a strong feeling aren't. They appear to be put in place for some other reason, usually financial or more worryingly just to cause problems like more congestion.
It might be hard to understand for some, I guess being within the influence of TFL I might be a head of the curve on this, but it won't stop here. Next time you notice a new no left turn or new one way street or they suddenly stick traffic lights on a roundabout that has worked flawlessly for years. Ask yourself why and where are they shepherding the traffic too.

I notice that one is on a motorway junction. Traffic lights at the end of an off ramp, who thought that was a good idea? Again it's not something you see a lot of elsewhere.
I don't know if anyone drives to Gatwick? The southern bound off ramp to junction 9 has lights at the end of it and traffic backs up for miles into the live lanes even though the slip road is miles long.
I've never really worked out why? The only route coming past the lights there is the south bound on ramp, which is hardly busy.
The Gatwick link road is still the M23, the interchange is still under motorway regulations, so effectively they have put traffic lights on the motorway.
Surely a give way or a stop sign at the end of the off ramp would be more suitable and stop the traffic backing up onto the live carriageway. Many many other motorway junctions work this way, so it would hardly be a shock to the drivers.
