Without seeing it, it's hard to comment. But, generally, BBC/TVL are known for the kind of aggressive bureaucratic wordplay that can sometimes have plausible deniability baked in.

Was more surprised at the time they visited, so most likely a 3rd party who just has to hand deliver the letters which I guess boosts their visitor numbers. Guy just watches DVDs (has 100's if not 1000's) on his TV, luckily the letter doesn't seem to concern him.

It's shocking with what they can get away with.

I seem to remember that a utility meter reader said on one of these many TVL threads ,that they were tasked with delivering such letters on behalf of Beeb/Capita - always struck me as a dubious method of "enforcing" the rights of the BBC.

The thing about these third-parties is that in theory there's no objection to them delivering information to addresses, though even then you have to question what they could possibly say that couldn't/hasn't already been said in the many TVL letters.

I have seen a utility company TVL calling card, and the wording was different to one that would be left by TVL themselves. The reality is that a utility company doing meter reading in an area can add a few TVL cards to their work for virtually nothing, and anything TVL pay them is pure profit.

I suppose someone with a smart meter who has received one of these cards could examine withdrawing the implied right of access to the meter reading company - perhaps the need to make database amendments to handle this would make the work unattractive?
