I would be amazed if at least some of the properties don't have a right of access along the alley from either end of it. Have you checked the deeds?

Is the lane a service road for the houses that where there before?
Also to the left of the "defunct lane" in blue is grey line coming from the cul de sac in use?
Not that you want to be a nimby or party popper but if I was in your position I would inform all the neighbours both sides of the lane on what the person is doing they could takeover the whole of that lane.

Not according to the land registry - nope…
Yes - the lane starts at the side of our neighbour.discovered that there are 3 streetlamps now - one halfway down the lane in the next street down which is also a cut-de-sac!

Have you looked on Google streetview from both cul de sacs and the toad where the lane is on the left of the image you put up to see if anything is showing.
Also if streetview is available try and go back through the timeline to the earliest date and see what appears as the lane may not be overgrown or hidden.
You may have to take a trip to the local council or records office for old maps of the area and see what comes up .

Are these street lamps in use? Because, if so, the relevant council may be interested to know they serve no purpose or that the lane they serve is overgrown and through access has been impeded by unauthorised building works

But they will only be of limited use in this case - and that use would be seeing if there were a track or path here before the houses were built.

Do the deeds for any of the properties show who owns the lane?
Do the deeds for any of the properties grant rights of access? Right to pass and repass on foot / with a motorvehicle?
Do any of the properties have (or used to have) garages accessed via the lane?
