I'm more concerned with the travel company than the insurance company, having booked through an ATOL protected company I would have thought we would have been informed of the strike and as weren't informed I think they have ruined our holiday indirectly

ATOL doesn't cover your issue, see here which is why I asked about ABTA previously.
When did you know about the strike and when do you believe the travel company knew about it?

The striking workers ruined your holiday. Even if you had been informed of the strike, you holiday would have been ruined unless you could have made alternative travel arrangements before flying to Italy
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -

I'm not commenting on anything else except to say that if you pursue your complaint any further do not phrase it in terms of "I think it's reasonable for them to assume that would affect our trip"
You do not want anyone you are complaining to mentally associating the word "reasonable" with the company you are complaining about.
What you want to emphasise is that they were being unreasonable in not contacting you about it.
Whether they were or were not unreasonable I'm not saying

We knew when we were at the station to get the train, I'm not sure when the travel company knew but it was the Italian media. Strikes have to be announced a week before they take place in Italy

Just so we are all clear, can you confirm which website you used to book your travel? There's a Serbian website called Viva Travel (https://www.vivatravel.rs/) and then there is another website called Viva Holidays (https://viva-holidays.co.uk/) or is it a different website?

Would the travel company be aware that it was in the Italian media?
You seem to be suggesting they knew something that would affect your travel but failed to inform you, is that correct?
