DCB LOC UKPC 23.04.2026
hi
I am hoping for some advice ,
I received a pcn dated 26/05/2025 from UKPC . I was parked down a side bit of the retail park , the regular parking at the retail park is free. The side bit leads to a private car park but the cameras have pictured me enter this section and leave. The signs for private parking are along the side bit also in some parts. I disputed this back when it was issued mainly based on the unclear signage . There is a sign regarding the free parking just inside the road markings that lead to the private car park round the back that I said was misleading. Aswell as another sign being behind a bike station. My point was can’t be expected to read every sign and that they weren’t clear. UKPC rejected my dispute but I felt didn’t answer my actual dispute and said I could go to POPLA but the discounted pcn would be lost and the full £100 would be due. POPLA also sided with the claimant which I sent them the details and explained that they hadn’t read my dispute points. I contacted UKPC and said that I had every right to go to POPLA and although I was still in disagreement I would pay the original pcn. Which they rejected and said £100 only . I chose to ignore them from then on and have ignored all threats etc from other companies regarding the matter as i feel i still have a case if it didn’t go away. DCB have now contacted me with a letter of claim . Do I still have a leg to stand on after POPLA have sided with the claimant and I technically have admitted fault by offering to pay the original fine to put to bed? Or do I need to now pay the £170. It says on the LOC that I can reply to them via a form with financial statement is that a way to get the fine reduced or pay in smaller instalments? Best case I want to defend this but thinking of other options
thanks
LDT

Then wait for the inevitable N1SDT Money Claim pack from the CNBC in Northampton using MCOL to arrive in the post in due course

"Leg to stand on"…LOL!
Have you never read Umkomaas' thread showing you that they always discontinue UKPC claims and nobody ever pays a penny?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have received this in response , they have also attached pcn and photos of all the signs in the private car park and along the side road where I parked showing that it is for staff only. What’s the next step , just wait or respond ?
‘’We write in response to your correspondence received in our office.
We now respond to the same as follows. Please find attached all relevant evidence we hold on the matter.
When parking on private land, the contractual terms of the site are set out on the signs. You are entering a contract, agreeing to the terms by parking, and staying on the site. Parking in breach of the terms as stipulated on the signage means that you are then breaking the terms of the contract.
Unauthorised parking at Horsted Retail Park is managed through private enforcement, primarily using ANPR (Automatic Number Plate Recognition) cameras to track vehicle entry and exit. Our client will ensure that there are signs clearly displayed on the land, outlining the terms of the parking. These will generally be displayed at the entrance and exit of the land/ car park, as well as being positioned at various points throughout the land.
A Notice to Keeper was issued to you. A copy is attached. You were afforded the opportunity to; appeal the parking charge which did not yield the desired outcome. You even escalated the matter to POPLA whom deemed you liable for the parking.
A Reminder Notice was also issued to you. A copy is attached. This notice reiterated that payment was outstanding and confirmed that legal action may be taken, and additional costs incurred if the parking charge was not paid.
You now have 30 days from the date of this email to make payment of £170.00. Failure to make payment may result in a Claim being issued against you without any further reference.
Payment can be made via bank transfer to our designated client account:- Account Name: DCB Legal Ltd Client Account
- Sort Code: 20-24-09
- Account Number: 60964441

How has a claim for £170 on the left turned into £184 on the right?
