Yeah but that's not happening. Come on, the Claimant owes you money for harassment and data abuse!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They wouldn't offer that if they thought they had a good case, I think they know they have messed up and are trying to (as usual) just get any amount they can.
They cannot prove you that were either the driver or the keeper they have no case against you.

You need to write and inform the DVLA of the situation and that you are not the RK.
Buying the keeper details doesn't really help.

I emailed DVLA to ask about my request and they said it was in the post, then taah daah, a letter arrived today confirming I have never been the owner or keeper.

So game on

Hurrah! That's exactly what you wanted.
The problem here is that they're going to discontinue and leave you without costs.

just to clarify that although you aren’t/weren’t the registered keeper - is it possible in your efforts to help that you (or your friend) have named yourself as the driver ?
That may well be an explanation

I think that is the where the confusion began, but the POC does not mention driver only the keeper.

I definately havn't named myself or anyone else as the driver. I think, looking at their signage (missing terms so no contract), particulars of claim (wrong time of parking), etc they are just incompetant. I notice their latest signage refers to a different tariff for LGV's which if they are applying to anything other than a large goods vehicle, is incorrect!
