Personally ring your supplier & also have a look at the meter.

Wierd ! says will exchange your meter and it WILL NOT be a smart meter .Suppliers are saying the old dumb meters are no longer available and will only fit a smart meter once the old meter has reached end of life
Lots of people will love that and pay them to keep old type dumb very easy to fiddle meters .
. No mention of how much it's costing on this cold call and does not even know the name of the occupier . Something is not right ! If it was free they would be saying it was free in the letter or Q and A .

The URL (https://www.nationalgas.com/metering/ngm-services/ngm-policy-meter-exchange) is genuine.

The suppliers won't know anything about it
National Gas completely legitimate
We do work for them inspecting gas meters and regulators for corrosion and take pictures, which I'm guessing will then lead to letters like this, although this looks to be based on certification date

I have a vague idea that for smart meters, the electricity unit also provides the mobile communications needed. If they are only changing over the Gas meter, and the electricity is not smart, then presumably the Gas cannot be smart even if it is capable of later being made smart?

That's correct in most cases. The gas meter relies on a comms hub that's normally mounted on top of the electricity meter.

That letter does look genuine.
Network Plus are a tier one sub-contractor to utility companies for exactly this type of work.
Try to check on line that Network Plus have the contract in your region.

That's not the URL in the the letter, so what's its relevance?
0 -
The relevance is that the domain is the same (www.nationalgas.com)

It's all a bit fishy.
No full company name or registration details at the bottom of the letter. That's not the address of Network Plus Limited, but is the address of a whole bunch of companies with "Network Plus" in their names.
Spelling mistakes and strange grammar on the back of the letter.
Why don't they fit smart meters?
If it sticks, force it.
If it breaks, well it wasn't working right anyway.2
