Come on, you'll never pay this. Read a few DCB Legal threads. Thousands here.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No that isnt how data is updated when cases go to dcbl

The user just needs to download the dcb app. Load their details (old address) and then update it in account settings that then updates the address on the dcb system.

Alternatively email the dpo @ dcbl

To the OP this case wont go to a hearing so dont waste your money

Just use the dcbl to update your info. Very easy

How am I supposed to know the contact details for the data protection officer of the parking company?

This is what the OP asked. I read and understood what you wrote but will DCB Legal or DCBL inform the PPC? What if the solicitor is not DCB Legal?

Updating details on the DCB app is what to do, as this is the OP's stage:

"Yet today I still had a letter from dcbl to pay £170"

And this is what to do to update the address:

The user just needs to download the dcb app. Load their details (old address) and then update it in account settings that then updates the address on the dcb system.

They dont need to inform ParkMaven

Now this is slightly technical but that is not how the life cycle of PCNs that go over to DCBL / DCB Legal work

Data gets sent in bulk to DCBL - Any cases that go to DCBL then go to DCBL legal

The Data that DCBL use is the data that DCB Legal use, they may/may not do a soft trace

If they obtain a CCJ then the data then flows back to DCBL

So in any DCBL case you only need to update their data to ensure any claim form goes to the right address regardless of the data the parking firm owns

The same applies to Trace although they dont have a portal (yet)

I need to download the dcbl app and change my details? I'm losing sleep over this as I find it confusing.
What's actually going to happen if I don't pay it? I've never been to court and it sounds stressful.
I want to do an online course in international human rights so tempted to pay it so that dcbl will go away and I can concentrate on my course, as I'm scared about what will happen next if I don't.

Nothing happens when I click on those links for previous cases, but it also says in the link, to not pay it but also don't ignore it. If I can't pay for ignore it, then what should I do? I think I'll give it 2 days to try and understand what I should be doing so I don't have to worry about it forever, or what will happen next, such as increased charges, and then I'll pay it to make it go away.

How will registering for an app and giving them all my personal details help with my situation?
