242 Alum Rock Road is both the address of the petrol station where the "parking" occurred and the registered address of the parking company.
Looks rather as though someone is trying to DIY their parking enforcement, and is doing it badly.

Thats the full front page. Now i know there's a red no parking sign visible in this pic but I was parked out the way and for less than 5 mins causing no obstruction

This looks like a cobbled up piece of writing:
- No BPA or IPC member details
- No appeal section on paper
- Asks for bank transfer or via in-person
- The phone number looks London based?
- This is a company that sells cash register systems for petrol stations
- Their PCN payment page is under construction, taken a screenshot with the date
They do have an appeals page, but their policy is missing information:
- An actual email address to send appeals to, like the one on the paper (if that even is the appeals email!)
- A postal address for written appeals (the one on the paper seems its the petrol station)
- A phone number (the one on the paper looks London based, with negative reviews on "WhoCalledMe" history, showing scam and fraud calls)
- Any named individual or department responsible for handling appeals
- Any reference to which Independent Appeals Service they use (the page mentions one at Stage 8 but doesn't name it or provide contact details)
The page looks more of an internal policy document rather than a practical guide for motorists who actually want to submit one.
It seems they want appeals sent to the car parks they operate in, such as that petrol station. This may be a new business model, a system where things are dealt locally and the umbrella company (Oyslans) collects money.

It definitely looks like the petrol station pretending to be a car parking management company probably because they think it is easy money to make.
I wouldn’t pay it or try to contact them and if you are up for a laugh sit back to see what they do next. It will be interesting/ amusing to see how many letters at £100/£170 they send before they give up or whether they have a tame solicitor friend who joins the game.8 -
You need to do a SAR with the DVLA to find out how they got your details.
They may even be going old school and paying £2.50 to do it via paper.
I'd also drop a message to Clearbank / Tide and point out what the account is being used for. You may wish to "accidentally" use the words money laundering

The Petrol station on google, majority of the people also complaining about receiving fine. Few people mentioned being taken to court though...
