Oyslans - Shadiest Parking Charge Notice ever...can I dispute?
Had to park at a petrol station due ton a emergency but was in and out within 5 minutes. Recieved PCN through the post...payment by CASH OR BANK TRANSFER ONLY and no appeal processes within letter. Can I dispute the charge?

It doesnt have an exit time, burden of proof is on them also. You didnt enter any contract automatically. This is not a fine either. This is ridiculous.
You dont need to provide them anything. You were there in an emergency. The landlord would have an agreed grace period.
Read the newbies thread for step by step guide. Appeal this with the template. I think others will know more, but that's what I would do.

First do not id the driver, or who could have been the driver.
you are under no obligation to name the driver, never use terms like I parked/did this that or the other - or even He, She, son, daughter, friend etc.

There are some rules around the use of the word "penalty" and calling it such is deception as it is nothing of the sort, it is not a penalty, or a fine.
This appears to be a new parking company, and a stupid one at that - any chance of posting the rest of that letter with personal details/barcodes etc redacted
From the Plain Language Commission:
