The op submitted an unsolicited return so could go round in circles forever.
If the refund isn't being issued it's completely pointless just repeatedly requesting it, they need to call HMRC to check what is preventing the repayment from being issued.

Just tried calling, couldn't get past the digital assistant, said to wait until 28 May !

mine was selected for security checks last week. Was told it would be resolved by June 18th. I checked today for no real reason, and saw they had adjusted the repayment amount slightly and it’s back at bank repayment pending.
Hopefully that means that checks are resolved and repayment has been released.
I think I’ll find that there was an imbalance of CIS suffered vs what was reported by a contractor that went bust on me while owing me around £11k nett. However, I was told to report the gross amount on the CIS statement, and then add the nett amount owed as a bad debt in expenses.
I believe this to be technically correct, but the maths tells me that they have removed the CIS portion, and then reduced my taxable income by the associated nett amount.
Not what I expected, but still better than nothing or a long drawn out process.

there are a few different levels of checks. I was sure that mine was due to the imbalance of cis suffered to the reported amount by the companies that went bust on me.
So HMRC decided that the non payments were not taxable income and made their adjustments.
Depending on your specific circumstances, it could be surface level checks, adjustments, or they might require further info from you. It’s almost never anything other than wanting copies of your cis certificates and statements, and making sure they balance with your bank statements.
Unless you’ve tried to submit an unearthly amount of expenses 😃

I think it’s down to my income been a lower then usual, due to having a new start up buisness running at a loss first year, then also smaller income on self assessment, refund is a reasonable amount, not silly figures.
