If that seems OK then you could have that set up in hours.

everyone, I’m looking for some technical advice. I have a Samsung Galaxy FE running a Dual SIM setup (both on Sky Mobile).

Have you tried turning it off and turning it on again?

As flaneurs_lobster suggests….Have you restarted your phone, as this usually solves the problem.
Second, take out the sim and re-seat it….Try swapping the sims around to see if the problem is resolved with the sim you are having trouble with.
If neither of those work try refreshing your network connection. Open settings and tap on 'General Management'. Tap on 'Reset' then Tap on 'Reset Mobile network settings'. Then follow the onscreen instructions.

….or just take it into your local Sky shop

Subject: Payer vs. Account Holder Dispute - Sky Mobile Refusing eSIM/Service Change
"Hi again, looking for some advice on a 'Contract vs. Payer' issue with Sky Mobile.
I pay for 4 SIMs and my Broadband across two separate Sky accounts. However, my primary SIM (which is currently down and showing 'Emergency Calls Only') is technically on an account in my ex-wife's name, though I am the sole person paying the Direct Debit from my bank.
Sky is refusing to issue an eSIM or make any changes to the service because I am not the 'Account Holder' of record, despite me being the payer. I have attempted to contact the account holder to give authority, but she is currently unreachable.
My questions for the forum:
- Is there a specific 'Payer’s Right' or a department at Sky (like a Vulnerability or Executive team) that can override this if I provide proof of payment/bank statements?
- If I cancel my Direct Debits due to lack of service, what are my rights regarding 'Exit Fees' given they are refusing to provide a working service to the person paying the bill?
- Has anyone successfully managed to take over an account they pay for without the original holder's consent in a situation like this?
I start a new job on Wednesday and urgently need this phone line functional. Any advice on how to bypass this 'Account Holder' brick wall would be appreciated. Thanks!"

Ah, finally something approaching the full situation.
If you are not the account holder then Sky will not deal with you without personal authorisation from the account holder.
Fair enough if you want to pay your ex-'s mobile bill but having it on an account in their name with your own is less than optimal.
Which is going to be quicker, sorting out authorisation with someone who is incommunicado & hopefully finding the problem with your number or start telling everyone who needs to know your second number?

Or….Even let us know if you have done all of the things suggested to try and resolve the problem.
