Do not mention the word "fine" in your WS, because its actually a pcn invoice, not a fine ! ( you definitely don't want a judge to see that word. )
Study the WS by JackR1 , poshmosh and any other recent cases to draft your WS plus Exhibits bundle
Its very well known that ECP machines are faulty and produce errors etc, they are being investigated by the CMA for it, there is even a video about faulty ECP machines

Surely you've seen the BBC Article with Lynda Eagan demonstrating this scam on a video? Use that and the usual exhibits seen in JackR1's example.
Then show us the Notice of Discontinuance.
Does their date to pay the hearing fee fall before the date for both parties to file & serve WS?
