Although I would also say it's perfectly fair to point out where appropriate that discussion is better off remaining in one thread as opposed being split between this and another thread.
I would also add that where people disagree with the me on the scope of this thread I am not, in principle against being persuaded to change my mind if someone takes the time to message me directly with well reasoned points. There comes a point though where if enough people attempt to dictate how people choose to run their threads they may begin question what the point in bothering is and whether their time would be better spent outside of the forum.

Mainly to give me a get out clause to avoid having to list every single RS on offer to keep the lists manageable. This is primarily because there's many reasons why I choose not to wear my underpants on the outside of my trousers, the fact that I am not superman is one of them.

The cut-off for eligible accounts works quite well, there are more accounts out there which officially count as "regular savers" but the interest rate isn't particularly appealing compared to easy access accounts. Plus as you say the list needs to be kept to a manageable size!
The majority of accounts which generate discussion on here are offering 6% or more. Naturally, the conversation will tend towards the higher-paying accounts.

I've intentionally set thresholds low as I work on the assumption that there shall be people with large sums of money for whatever reason so shall be wanting to fund anything that beats or is equal to easy access accounts, those that don't want as many RSs can just pick and choose the ones they want.
Like you say it's only natural that people shall want to discuss the highest paying RSs, I'd be surprised if everyone started discussing Principality's First Home Saver at length for example, though I seem to recall they did in the versions run by SS2 as the rate was better then, especially for the top tiers of its interest rate.

Also the thread has had Top in the title since 2007 as far as I'm aware, given that Bridlington1 would have been in primary school at the time he clearly didn't choose it.
To me, Top implies a regularly updated thread, so it has that purpose as well as setting the parameters for inclusion. Some accounts that fall outside of the thresholds are mentioned in passing, or a question asked and answered, it is just that they do not qualify to be listed on the first page. For example, the Coventry Sunny Day Saver (2) which offers prize draw entries. I would have missed out if not for following this thread, but it never featured as such as it launched in September at 4.3% (I think the threshold was 4.5% then) and although it is paying 4.15% now (lowest rate to be featured) it is no longer available to open.

This forum is actually older than I am, though admittedly not by that much. I was too young to even attend primary school at the start of 2007.
Ultimately the title was chosen because the main purpose of the thread is to discuss the top regular savers, it's not its only purpose but if I were to list every purpose of the thread in its title it'd end up being something along the lines of ``The Top Regular Savers List and Discussion Thread For All Things Regular Savers Related Including Regular Savers Past, Present and Future, Regular Savers Experiences, Thoughts, Opinions etc".
Personally I thought it better to go with a slightly shorter title and leave the full definition in the opening post.

A genuinely interesting turn of events on the Issue 5 PBS.
I was (and am) one that chanced their arm and opened one when it was launched and also had one roll over yesterday. Also another issue 4 maturity instructions to roll over, in a couple of weeks, to a issue 5 set up very recently.
I chose to keep this from the thread due to the angst similar posts were causing others.
But now it's been shared widely it seems only fair to share my experience.
For context I've been a PBS customer for years.
Am glad PBS feel this is legitimate.

Just to add to this to hopefully help others in similar positions: I opened an Issue 5 on the day it was released. (One of) my Issue 4 has today matured and renewed as a second Issue 5; I had given the maturity instructions over a week ago. No secure messages etc. during or following the maturity instruction process.
As said by others this seems to be a change in PBS' approach, as I was previously stopped from renewing one of my accounts into a duplicate copy of Issue 4 (after having been allowed to give maturity instructions to do so). This suggests Principality would like to enforce their rules, haven't (or can't) get it coded in the software, and after 1-2 months of staff manually intervening for each maturity, they've decided this is not a workable solution and have instead raised the threshold at which they bother to intervene (reportedly to customers with 3+ years history with PBS; YMMV).
I haven't tried directly opening a second (or third, now) copy of the Issue 5 and won't as this (1) feels outright dishonest and (2) seems not to be possible as per other posters' experiences. Plus now at least the maximum number of Issue 5s is limited by the current assortment of accounts that can be renewed into it…
