Thinking specifically of the App-only RS (but any RS advice is always appreciated) … is a 13th payment possible ?

If you're talking about Issue 8, the T&Cs say a maximum balance of £6k. So you can make a 13th payment if you haven't paid in £6k. If you have paid in £500pm for twelve months, then you cannot

Do I get it right that Tipton RS is branch - only?

Monmouthshire have only had one App Exclusive Regular Saver @7% (nla) which states the maximum balance of that account is £12,000.

Not possible according to t&c. I recall some reports on here that overpayments to MonBS get returned, so I didn't go for 13th. Not a big deal if you do, in worst case scenario you will loose a day or two (or more if weekend gets on the way) of interest on £1k. I don't think there can be any other consequences.
