Or solve it properly with an ID card, such as the one being introduced in a year or two...
Even if this ever gets off the ground, it won't be mandatory so it won't solve it any more than the current passport does.
I'm mildly positive about it but a glaring problem with using it as a replacement for this purpose seems to be that in order to register with it you need the very forms of ID that you haven't got. It's all a bit Catch 22

In your bank's defence, KYC is a layered protocol and that Photo ID is the most stringent requirement they can insist upon

Legally they must demonstrate a risk-proportionate action

It may be that in your case that your name is also a name on a watchlist (internal to NatWest or external) that would require enhanced identification. There may be no specific requirement for photo ID, but demonstrating an enhanced process for a (perceived) higher risk would be an appropriate escalation to demonstrate compliance with the KYC process

I'd be very surprised if there is not an equivalent enrolment process as is used for a first passport or driving licence. Those who do not have either document already will not have been unable to get one, it's that they'll have no need for them and don't want to pay a not insubstantial sum for something they don't need.

It would be better if it was only mandatory for those without a passport or driving licence, since money wouldn't then be wasted issuing an ID to those who have another item that they can use. I do think there needs to be a physical card option (but people should be free to have the phone version if they wish.)

The national nature of it I agree with, given it will then mean they have to help the vulnerable.

An earlier post mentioned Ulster asking for photo ID. They are the same group as NatWest so this would be expected.

Yes, especially if they want rapid take up. However it seems hardly less onerous

It's a wider problem, I'm just thinking it's not much of a solution to the 'I need a passport or driving licence to open a bank account' issue in this thread

Recently opened an ISA with T212 and account with Ulster, and they required a live photo (as well as imagery of DL or passport) was rather surprised as this hasn't been requested before, but hey-ho
Ulster is part of the Nat West group so I imagine have the same rules.

The main advantage over the passport is that it will be free.
It will be required for anyone who wants to work or access certain services. So potentially will include workers, company owners, state pensioners and benefits claimants. Those of independent means may be able to give it the swerve though.
Billions of pounds spent on a project when widening the driving licence application to one which could be issued free to applicants who tick a "no entitlement to drive" box. Nice work ministers.

We already have the requirement for those who wish to work etc - a UK NI No.

It'll all be pulled by an incoming government anyway

I guess that stuff about parental birth certificates and proof of immigration status is new.
The requirements for the driving licence are not so bad: https://www.gov.uk/id-for-driving-licence
This falls back to the kind of documents financial institutions typically ask for when accepting documents beyond photo ID.
I disagree that it's not much of a solution. The only objections I've ever seen from those who don't hold either document is that they don't have them because it's an unnecessary expense if they don't drive/travel. This potentially won't add any cost over and above what is requested from financial institutions, with the benefit that such costs would only need to be incurred once when the ID is obtained. Anyone who is unable to obtain the ID will be unable to be employed in the UK, so that is a pretty big incentive to make sure it is accessible.

I am told to go purchase a Passport just to identify myself……. Why should I? Why on earth should I purchase a Passport when I have no desire for travel simply to appease those with such shortsighted methods.
I have a Blue Badge card that has my photo but no…. It is not allowed.
I recently help someone apply online for a Blue Badge (this was one of the councils that have their own system) and the requirements for photo ID were quite clear. I ended up scanning their driving licence and uploading it to meet the council's requirements - and take a new photo of them for the actual image to appear on the Blue Badge. I suppose it figures - you want a blue badge so you can park nearby so you obviously must have a driving licence!

Just for comparison the UK passports last 10 years and costs £94. Estonia has the most integrated and compulsory ID system in existance and their ID costs £35 for residents and lasts for 5 years so £70 equivalent every 10 years - which is not far off our passport cost - except for Estonain citizens paying for their ID is mandatory: don't like it - tough sh*t: pay up!

As I say I am broadly supportive of it. For the majority that can easily register it's an improvement over the piecemeal system we have now. For those that can't it will at least be free. Perhaps I should have said it's not much of a quick or easy solution for a bank account. However its uptake will be inexorable
