I want a cheap Sim only contract for emergency second phone.

I have a giffgaff sim on pay as you go as a second Sim in my phone, I use it only when we have a power cut as we also loose the EE signal as the mast is nearby.
You only have to top it up once with a tennar then make one call or send a text every six months so not to get it deactivated. Works fine for me, I've put an event in my Google calender that repeats every five months to remind me to send a text. Costs me 20p per year to keep the number live. No monthly top up requirement1 -

Just go to their website and order a Sim, don't sign up for a monthly plan. It's not clear from the website but it works.
Order a free Sim, when it arrives, activate it, create an account, in the account add just a £10 credit and turn off auto top up.
They hide it quite well and try and direct you to sign up for a monthly plan but it's there once you activate the Sim as a payg option to just add credit.1 -

I have activated it and now, even though I have picked a PAYG they want my credit card details to stop me £10 a month.

Yes they will hold your card details but as long as you turn off auto top up then it won't charge again1

o2 classic is still available through selected partners and work fine if activated before the activation date. I still have some unused and unopened if anybody would like one or two for free.
